About Leo

Leo focuses in the area of health care litigation and regulatory matters. Leo represents health care providers in a range of commercial litigation, reimbursement litigation, and certificate of need litigation, as well as state and federal regulatory matters. Leo is a former Assistant U.S. Attorney for the Northern District of Georgia, and his practice also includes representing hospitals and other health care providers in civil and criminal health care fraud investigations, internal investigations, voluntary disclosures and in the development and implementation of compliance programs.

Leo also has substantial commercial litigation experience in state and federal court for clients in other industries, and represents individuals and corporations in white collar criminal matters.

Representative Engagements

  • Successful representation as lead counsel for large metro Atlanta hospital system in federal and state class actions challenging billing practices to uninsured patients.
  • Successfully represented Director of Nursing of large nursing home facility in Georgia in federal qui tam litigation and related federal criminal investigation.
  • Successfully negotiated voluntary disclosures to state and federal regulators of overpayments.
  • Defended physician group practice in qui tam action alleging kickbacks and upcoding, and related federal and criminal and civil investigation, including negotiation of Corporate Integrity Agreement.
  • Conducted numerous internal investigations of compliance-related matters for hospitals, health systems and other providers.
  • Represented individuals and entities in litigation regarding the enforcement of non-competition, non-solicitation, and non-disclosure provisions in employment agreements.
